For the second year in a row Ruse Municipality ranks first in the Local Integrity System Index in Bulgaria

Local administration with an award for transparency
In Sofia, Transparency International - Bulgaria presented the results of the annual Local Integrity System Index - 2023. For the second year in a row Ruse Municipality took the leading position in the whole country with an index of 3. 79 points. Deputy Mayor Encho Enchev accepted the award on behalf of the local administration for "First steps towards establishing mechanisms for transparent relations with business and civil society organisations".
"It is a great honour for Ruse Municipality to be once again honoured with this award. Our efforts have always been aimed at maximum transparency and we strive to hear the voice of the citizens on all important issues in our daily work," said the Deputy Mayor. In his words, the Ruse administration has developed a successful management model, showing what it has done on a weekly basis, as well as with its frequent public discussions.
In comparison with the previous year, Ruse Municipality increases its overall index from 3. 74 points in 2022 to 3. 79 points in 2023.
The Local Integrity System Index in Bulgaria for 2023 presents the results of a survey in 27 municipalities - district centers, which includes data on the capacity, role and governance of 10 key institutions and sectors of public life at the local level. They include the work of the city council, mayor, municipal administration, court, police, political parties, business, media, civil society organizations and municipal health structures. The index is based on a detailed set of indicators that assess the capacity for effective functioning of the sectors under study, their governance and their role and contribution to the development of local communities in the context of good governance and corruption prevention.
