Ruse Municipality launches a major campaign to improve the urban environment

"The infrastructure in Ruse is the responsibility of Ruse residents and the responsibility to improve it is ours," Mayor Pencho Milkov said at the public discussion on taking a long-term loan for major repairs of Ruse streets and sidewalks.

Ruse Municipality is launching a campaign for large-scale improvement of the urban environment, with the money to be provided by the municipal budget, the state and credit funds.

For the first time in 2022, Ruse Municipality provided over 5 mln. lv. own funds for repairs of the inter-block spaces and the parking lots of more than 60 residential blocks in the quarter were repaired. Zdravets and Zdravets North-2. According to the mayor, next year no less amount will be set aside from the local budget for the phased and systematic asphalting in other neighbourhoods.

3. 2 million. lv. have already been allocated to the Municipality by a decision of the Council of Ministers and they are for major repairs of the key streets "Pliska", "Dorostol", "Solun" and "Tulcha", where thousands of people pass every day.

"In addition to these funds, we need additional funds, which we will use through credit. Considering the current economic situation and the analysis we have done, the construction materials are rising fastest", said Pencho Milkov.

The maximum amount of loan financing is 12 million. the grace period during which the Municipality will not pay any debts is 2 years. At the same time, the money will be able to be invested quickly and the repairs can be carried out within 24 months.

The value of the credit is based on cost estimates by road engineers and is consistent with the pace at which contractors would handle the work.

It is planned to use the funds to repair more than 28 sites in critical condition throughout the city that have not been overhauled in recent years (121 830 sq. m. of street lanes and 32 204 sq. m. of sidewalks).

The criterion for selecting the streets is that they have high traffic congestion, significance for the neighborhoods and have not been overhauled in the last few years.

Design and overhaul of the roadway and sidewalks will be performed for each street. Deputy Mayor Magdalena Ilieva specified that where the Ruse bicycle scheme provides for a bicycle lane, one will be designed and built.

If the municipal councillors approve the loan, the Municipality will start a competitive procedure in which financial institutions will offer the most advantageous loan terms for Ruse Municipality.

The interest rate is formed by the base rate + a fixed premium of no more than 4 points per year, and banks will compete with offers lower than this value.

The citizens of Rousse were presented with an interactive map containing the streets that are planned to be asphalted with borrowed funds, those that will be fully asphalted by water supply and sewerage after the end of the Water Cycle, and those that have been repaired in the last 10 years.
