With complete unanimity, the municipal councillors adopted a declaration against the construction of an incinerator for hospital waste in Giurgiu. After a long debate they adopted a common text based on the proposal of the mayor Pencho Milkov and the municipal councillor Assen Daskalov.
"The official information was received by the Ruse Municipality on 16 August and after a detailed analysis we sent a negative opinion to Minister Julian Popov on 18 August, and then all the opinions of Ruse residents and petitions against. We have submitted the same content to the Romanian Ministry of Environment, Water and Forests, and today we will add the adopted declaration. Our next step is to initiate a request for an EIA procedure in a transboundary context," the mayor said.
Radostina Turkova and Dr. Iskra Geneva attended the meeting as representatives of the Regional Environment and Water Inspection - Ruse /RIEW/ and Regional Health Inspectorate - Ruse. The two experts confirmed the negative opinions of each of the institutions, noting that the submitted investment proposal lacks analyses, data and facts to confirm the lack of negative impact on the air quality in Ruse and the health of Ruse residents during the construction and operation of the incinerator. Turkova also added that the RIEW has submitted a request to the Minister of Environment and Water to conduct an EIA procedure in a transboundary context.
In the meantime, the concerns of the residents of Ruse were the reason for the Ministry of Environment and Water to ask the Romanian Ministry of Ecology for additional information on the investment plan for the construction of the incinerator.
The Ministry of Health of the Republic of Bulgaria also gave a negative opinion on the project, pointing out that the investment proposal is potentially adverse in a transboundary context and does not represent an investment that minimises negative impacts on human health.
On 16 September another protest against the construction of the facility was organised in Giurgiu. The procession will start at 4 pm from the Tudor Viannu Theatre.
