These infrastructure solutions cannot be postponed and require coordinated actions between the state, local authorities and neighboring countries.” This was stated by Mayor Pencho Milkov at the forum “Northern Bulgaria — Restart and Achievable Goals”, organized by the media platform “24 Hours” in Veliko Tarnovo.
His statement came in response to the words of Deputy Prime Minister and Minister of Transport Grozdan Karadjov, who earlier noted that the region of Northern Bulgaria lags behind the southern parts of the country in terms of infrastructure and demographic indicators and that serious investments need to be directed in this direction.
In his presentation, Milkov emphasized the strategic role of Northern Bulgaria as a European corridor, thanks to the Danube River and a potential second bridge at Ruse. He categorically supported the efforts to transfer freight traffic from road to rail transport and called for the modernization of the roads and infrastructure between Ruse, Shumen and Svishtov. “We support the government in doing everything possible to transfer road traffic to railway compositions, as Minister Karadjov said, this will increase revenues in our railways and solve many problems,” Pencho Milkov pointed out.
The mayor of Ruse also stressed the need for investment in industrial and logistics zones along the Danube, comparing the local ports and rail connection to the Rhine-Main-Danube system in Germany, which has been used with impressive results.
Regarding the rehabilitation program, the mayor criticized the criteria used, which are detrimental to municipalities such as Ruse, which have invested significant funds in energy audits. He called for a fair approach and full utilization of the funds for Northern Bulgaria. “The municipality of Ruse participated in both the first and second stages of the renovation program. We invested nearly one million leva so that the citizens themselves could hire independent energy audit companies. The results were realistic, but this put us at a disadvantage. Some municipalities presented unrealistic estimates that panel blocks would achieve energy class A – an obvious untruth, which was, however, rewarded with full funding. Instead of 50 million, Ruse received 22. Such a practice discourages honest municipalities and undermines the trust of citizens,” said Milkov.
In the forum opened by the publisher of the newspaper "24 Hours" Venelina Gocheva, Deputy Prime Minister and Minister of Transport Grozdan Karadjov, Regional Minister Ivan Ivanov, Finance Minister Temenuzhka Petkova, Chairman of the Parliamentary Committee on Regional Development Nikolay Nankov, mayors of large and small municipalities from Northern Bulgaria, MPs from the region, including the MP from Ruse district- Bilyana Ivanova, chairmen of municipal councils, business representatives, etc.
Among the topics discussed were the completion of the Hemus highway - deadlines, stages and financing, the new road safety measures, the investment program for municipal projects, the new stages of the renovation of buildings, etc.
