string | description | The municipal councilors adopted today the Municipal Annual Plan for Social Services on the territory of the municipality for 2026. The document is a strategic instrument for the development of the social services system in the region and reflects the Municipality's commitment to promoting social inclusion, improving the quality of life and responding to the real needs of citizens.
The annual plan was developed in accordance with the Social Services Act, as well as the Regulation on Planning Social Services, and is consistent with the National Social Services Map. The process of creating the plan went through a thorough analysis of the current situation and needs in the municipality, and all stakeholders were included in it - representatives of local and state authorities, service providers, consumers, non-governmental organizations and active members of the local community. Emphasis is placed on preserving the accumulated expertise and capacity of existing services, as well as on the upgrading and sustainable development of new ones.
A priority in planning is ensuring access to timely, effective and quality social services that meet the individual needs of people, in full compliance with national policies. An important aspect is also the successful transformation of existing services and the opening of new ones, while at the same time seeking the optimal number of users for each of them, in relation to the provided funding and available resources. Detailed planning is also provided for the method of management - independently or within a complex of services - as well as an assessment of the necessary material and human resources.
The plan covers all social and integrated health and social services of municipal and regional importance, which are financed in full or in part from the state budget. Also included are proposals for increasing or reducing the number of users for certain services, according to the National Map of Social Services, the creation of new structures, the necessary budgetary funds for their implementation, as well as services, the provision of which is planned to be terminated within 2026. The scope of the document includes all target groups regulated in the Social Services Act - children, including children at risk, parents and caregivers, the elderly, adults with disabilities, as well as persons in a crisis situation or in need of support after such a situation.
In order to ensure transparency and information, the plan was presented on June 20 to the Council for Social Services for preliminary discussion. In accordance with regulatory requirements, on June 23, the draft plan was published on the municipality’s website and subjected to public discussion for a period of 30 days. Within this period, opinions and proposals from citizens and organizations were collected, which were taken into account in its final version. The document remains open and is subject to additions and refinements in the event of new needs, changes in the regulatory framework or the socio-economic situation.
The plan will be officially sent to the Social Assistance Agency by August 31 and published in its final form on the Municipality’s website.
