Ruse will mark the memorable anniversary with a number of events

July 25 marks the 120th anniversary of the birth of Elias Canetti – a Nobel laureate who linked his life and work with Ruse. On the occasion of the anniversary, several events will take place in the city, organized by the Municipality of Ruse, the International Elias Canetti Society and the Austrian Library, which bears the name of the talented writer.

The celebrations will begin on July 29 /Tuesday/ at 6 p.m. in front of the monument to the Austrian born in Ruse. The chairwoman of the international society, Prof. Penka Angelova, will recall the importance of the writer’s work for world culture. Traditionally, she will introduce those present to curious moments from the Nobel laureate’s biography. Flowers will be laid on behalf of Mayor Pencho Milkov and the grateful citizens of Ruse.

That evening at 7:30 p.m. at the Canetti House / Blvd. "Slavyanski" 12/ will screen the film "Elias Canetti. The Vienna Years". The film is the work of director Robert Neumüller, who is also its screenwriter. The film was shot in 2005 on the occasion of the 100th anniversary of Canetti's birth and covers a key period of his life (1924–1938), when ideas that underlie "Mass and Power" were born. Viewers will see personal memories of his relatives and rare archival materials that reveal both the creative and human aspects of Canetti.

The duration of the film is nearly an hour, and the film has Bulgarian subtitles. Admission is free.

The culmination of the events to mark the 120th anniversary of the writer's birth will take place on the eve of the Day of the People's Awakeners - November 1. Then, at a solemn ceremony, the names of the nominees and winners of the 11th edition of the Elias Canetti National Literary Award will be announced. The award was established by the Municipality of Ruse and the International Elias Canetti Society in 2005 on the occasion of the writer's 100th anniversary. The award is presented to Bulgarian authors in the field of fiction and drama for contemporary works, published and realized for the first time in the last 2 years, which correspond to the spirit and ideas of the cosmopolitan humanist Elias Canetti.

With a large-scale sporting event that will become a true celebration of basketball, Arena Ruse and the Municipality of Ruse will celebrate the 10th anniversary of the sports hall on July 26. Ruse residents will be able to watch a mini tournament for boys under 12 and a control match between the national teams of Bulgaria and Romania completely free of charge.

The youth tournament will provide a stage for young talents from the clubs "Dunav 2016" - Ruse, "Lokomotiv" - Gorna Oryahovitsa and BC Laguna Sharks - Bucharest. At 10 a.m., "Lokomotiv" and "Dunav 2016" will face each other. At 12 p.m., the BC Laguna Sharks - "Lokomotiv" match will take place. At 2 p.m., "Dunav 2016" will face BC Laguna Sharks.

At 5 p.m., the warm-up of the national teams will begin, and at 6 p.m. will kick off the big match between Bulgaria and Romania. The Bulgarian team includes prominent players such as Brandon Tyre Young, Alexander Stoilov, Iliyan Pishchikov, Yordan Minchev, Borislav Mladenov, Konstantin Kostadinov, Emil Stoilov, Nikolay Mihaylov, Konstantin Toshkov, Miroslav Vasov, Lachezar Toshkov, Dimitar Dimitrov and Ivan Alipiev. During the breaks, the audience will enjoy demonstrations of tai chi and wushu, presented by the Kalagia Sports Club at the Municipal Youth Center in Ruse.

The second match between Bulgaria and Romania will be played on July 28 (Monday) at 6 p.m. 5,000 free tickets have already been released, which can be obtained at the Arena Ruse box office.

The Municipality of Ruse invites all citizens, secondary spending officials and persons related to the municipal budget to participate with opinions and suggestions in the preparation of a draft budget of the Municipality of Ruse for 2026.

Suggestions are accepted at the Center for Administrative Services and Information at 6 Svoboda Square and by email mayor@ruse-bg.eu .

The deadline for collecting proposals is September 30.

The municipal councilors adopted today the Municipal Annual Plan for Social Services on the territory of the municipality for 2026. The document is a strategic instrument for the development of the social services system in the region and reflects the Municipality's commitment to promoting social inclusion, improving the quality of life and responding to the real needs of citizens.

The annual plan was developed in accordance with the Social Services Act, as well as the Regulation on Planning Social Services, and is consistent with the National Social Services Map. The process of creating the plan went through a thorough analysis of the current situation and needs in the municipality, and all stakeholders were included in it - representatives of local and state authorities, service providers, consumers, non-governmental organizations and active members of the local community. Emphasis is placed on preserving the accumulated expertise and capacity of existing services, as well as on the upgrading and sustainable development of new ones.

A priority in planning is ensuring access to timely, effective and quality social services that meet the individual needs of people, in full compliance with national policies. An important aspect is also the successful transformation of existing services and the opening of new ones, while at the same time seeking the optimal number of users for each of them, in relation to the provided funding and available resources. Detailed planning is also provided for the method of management - independently or within a complex of services - as well as an assessment of the necessary material and human resources.

The plan covers all social and integrated health and social services of municipal and regional importance, which are financed in full or in part from the state budget. Also included are proposals for increasing or reducing the number of users for certain services, according to the National Map of Social Services, the creation of new structures, the necessary budgetary funds for their implementation, as well as services, the provision of which is planned to be terminated within 2026. The scope of the document includes all target groups regulated in the Social Services Act - children, including children at risk, parents and caregivers, the elderly, adults with disabilities, as well as persons in a crisis situation or in need of support after such a situation.

In order to ensure transparency and information, the plan was presented on June 20 to the Council for Social Services for preliminary discussion. In accordance with regulatory requirements, on June 23, the draft plan was published on the municipality’s website and subjected to public discussion for a period of 30 days. Within this period, opinions and proposals from citizens and organizations were collected, which were taken into account in its final version. The document remains open and is subject to additions and refinements in the event of new needs, changes in the regulatory framework or the socio-economic situation.

The plan will be officially sent to the Social Assistance Agency by August 31 and published in its final form on the Municipality’s website.

Ruse Municipality and "Municipal Transport Ruse" are organizing free transportation to Ruse Airport on Sunday, July 27, for the opening of the National Gliding Championship. The departure is at 8:30 a.m. from the "Mladezhki Dom" stop on "Khan Krum" Str. with an intermediate stop at "Technopolis" on "Hristo Botev" Blvd. The return is scheduled for 1 p.m. from the airport with stops at "Pechatni Platki" and "Mladezhki Dom".

The air show starts at 9 a.m. with flights of ultralight aircraft, light aircraft and gyroplanes. The official opening is scheduled for 10 a.m., with expected guests including Mayor Pencho Milkov, Angel Zabutov - Deputy Minister of Transport and Communications, Ani Stamenova - Chairman of the Bulgarian National Aeroclub and Vice President of the World Aviation Federation, Nikolay Kalaidzhiev - Commander of the Spartan aircraft and multiple Guinness record holder, Brigadier General Radoyski - Head of the G. Benkovski Military Aviation Academy, as well as Tatyana Obretenova - Director of the Championship and Chairman of the Ruse Aeroclub.

At 10:30 a.m., the audience will have the opportunity to see a flight of a configuration of an airplane tow with a Bulgarian glider, followed by a jump with the Bulgarian flag, which will be flown by the only Bulgarian among the parachutists. From 10:40 a.m., the show continues with the impressive program of the Romanian aerobatic groups and parachutists. Hawks of Romania will present an aerobatic group with Extra 300L and Extra 330SC aerobatic aircraft, while The Pelicans will demonstrate their skills with Savannah S ultralight aircraft. The program also includes MDM SOLO FOX with a demonstration aerobatic flight with a glider and a Maule M7 towing aircraft, as well as Blue Wings Romania with a demonstration parachute formation.

The program is expected to end around 1 p.m., after which all the non-motorized aircraft participating in the championship will take off for official training. The competitive disciplines of the National Non-Motorized Flying Championship will be held from Monday to Saturday.
