Information about the Project ''Energy Efficiency Improvement Measures in Four Educational Infrastructure Buildings in Ruse''

The "Energy Efficiency Improvement Measures in Four Educational Infrastructure Buildings in Ruse" project is implemented in the framework of BG04 Programme "Energy Efficiency and Renewable Energy", Grant Scheme: BG04-02-03 "Promotion of Energy Efficiency and Renewable Energy Measures in Municipal and State Buildings and Local District Heating", financed under the Financial Mechanism of the European Economic Area 2009-2014.

The project start date is 8 August 2015, and has a total duration of 12 months. The total amount of funding is BGN 825 512.09 or EUR 422 077.63 and is 100% grant to the Municipality of Ruse.

The overall aim of the project is to reduce greenhouse gas emissions by implementing energy efficiency measures in four municipal buildings that are part of the educational infrastructure of Ruse. The implementation of the project contributes to the achievement of the overall objectives of the EEA Financial Mechanism for reducing the economic and social disparities in the European Economic Area and for strengthening the bilateral relations between the donor states (Iceland, Liechtenstein and Norway) and the beneficiary state (Bulgaria).

The project envisages carrying out repairing works in the buildings of the Lyuben Karavelov Primary School, St. Constantine-Cyril the Philosopher Secondary School of European Languages, Nikola Obretenov Primary School and Nezabravka 2 Nursery School. The implementation of the project activities will build on the results achieved in the two completed projects of the Municipality – Project "Introduction of energy efficiency measures in seven school buildings on the territory of Ruse Municipality", financed under the Operational Programme for Regional Development 2007-2013 (finalised in 2012) and Project "Implementation of energy efficiency measures in Nezabravka 2 Nursery School, Ruse", financed by the National Trust EcoFund (finalised in 2013), in which basic energy efficiency measures – roof repairs, window replacement and laying insulation, were implemented.

Activities to be implemented under the project include:

Lyuben Karavelov Primary School

  • construction of a branch of the internal heating installation of the premises in which there are currently no such built;
  • installation of aluminum radiators in the rooms and a fan coil unit in the buffet;
  • construction of a ventilation system in the inner room of the buffet.

As a result from the project interventions, the heating costs of the facility will be reduced by 5%.

St. Constantine-Cyril the Philosopher Secondary School of European Languages

  • construction of new internal heating system with three separate branches;
  • replacement of heating units;
  • installation of individual thermostatic valves;
  • replacement of substations and installation of a hydraulic module for independent power supply for the separate branches of the internal heating installation.

As a result from the project interventions, the heating costs of the facility will be reduced by 20.1%.

Nikola Obretenov Primary School

  • construction of a new closed system with hydraulic separation of generators and heat consumers;
  • construction of a new facade distribution to radiators;
  • replacement of old cast iron and steel radiators with new – aluminum ones;
  • installation of a new hot water gas boiler.

As a result from the project interventions, the heating costs of the facility will be reduced by 19.98%.

Nezabravka 2 Nursery School

  • construction of a new heating installation;
  • replacement of heating units;
  • installation of individual thermostatic valves.

As a result from the project interventions, the heating costs of the facility will be reduced by 37.8 percent.
